 One of the best kept secrets in the City of Tulsa is that it was founded by an African American named Louis Perryman.  The Perryman family was part of the first group of Creek Indians forced from their ancestral homes in what are today the states of Alabama, Georgia and Florida to arrive in Oklahoma.  Their relocation is referred to as the “trail of tears”.

 Louis Perryman acquired vast land holdings in the Eastern territories of Oklahoma and most cattle drives going east to Catoosa and west to Sapulpa had to pass through his land, he charged a fee and became wealthy.  A marker in his name is on highway 75 at Glenpool.  He was forced to flee Tulsa during the Civil War and died at a refugee camp in Kansas.

  His sons did return to Tulsa after the Civil War, but many changes had taken place, especially land ownership
 
A Short History of the Problem in Oklahoma

 The industrial revolution had been fueled with coal and wood until natural gas was discovered, natural gas increased production, was cheaper and Oklahoma had plenty of it. 
 The entire State of Oklahoma, all 53,000 square miles of it, belonged to African Americans and Indians.  Congress had given this land to African Americans and Indians as partial payment for the lands the government stole from them in the Alabama, Georgia and Florida.  It is important to understand that the State of Oklahoma had been given to African Americans and Indians by Congress “for as long as the sun shall shine, for as long as the rivers flowed…” [Go to the library and read Angie Debo’s Road to Disappearance].

 When natural gas and oil were discovered in Oklahoma Congress realized it had made a mistake and decided to take the land back.  This illegal act is the bases of the problem today in a continual spiral downwards.
 
The Dawes Commission Created Subterfuge To Steal Land
 The United States Congress established an illegal entity known as the Dawes Commission to steal the land back given to African Americans.  The Dawes Commission is like the Tulsa Development Authority that created schemes to steal land from African Americans by developing confidence in the decisions Negroes like Carl Bracey, Roy Marshall, Carol Young, Dorothy Gatewood, Melvin Gilliam and Wilber Collins were making.  African American people believed they were working in their behalf while they were legitimatising Tulsa Development Authority’s take over of North Tulsa. 
   
 The Dawes commission changed the way blacks and Indians could own land, instead of a State domicile controlled by a government of African Americans and Indians in common, the Dawes Commission broke the land up into individual allotments of 160 acres for each man, women and child.

This allotment caused confusion and discord in the African American and Indian community during that period.  Mayor LaFortune’s CDBG [fiscal year 2003-04] relocation and demolition project is causing the same misery in North Tulsa that the Palestinian people in Gaza are experiencing.  The big difference is George Bush paid $300,000. to $500,000. US taxpayer dollars to each Hitler Jew to  relocate; LaFortune offers African Americans $14,000. dollars.

 When the Dawes Commission finished its dirty work western Oklahoma was opened to emergent white settlement and became known as Western Oklahoma.  The United States Congress gave land that belonged to African Americans and Indians to White settlers, which was as illegal then as it is now. 

 From Stroud in central Oklahoma east to Missouri and Arkansas, south to Texas and north to Kansas as late as 1900 this land belonged to African Americans and Indians.

 With the stroke of the Dawes Commission’s illegal pen, half of what had been given to African Americans and Indians in perpetuity for the land stolen from them in Alabama, Georgia and Florida was taken away and given to white settlers.  The same dynamic is taking place in North Tulsa today, the Tulsa Development Authority is giving African American’s land to settlers. 
 
Conscious Deceit
 Congress placed a 50 year restriction on African Americans and Indians that prevented them from selling their land, they had to have permission from the Department of the Interior before they could sell their land.

 Congress created a loophole in the contract to enable whites to steal the land back.  This loop hole stipulated that former slaves could sell their land to whites if they [African Americans] offered their land to them for sell. 
 

How the Restriction Clause Worked
 Whites began enticing former slaves to come to Oklahoma for free land, they came by the thousands and built homes and towns in search of freedom, justice and equality and were successful beyond their wildest expectations.  What they did not know was that the Dawes Commission was in a conspiracy with racist Jews and whites to steal the 160 acres allotted to them.  Downtown Tulsa was allotted to African Americans in deceit.

 As soon as African American “Freedmen” arrived in Tulsa he was allotted his 160 acres, he was immediately coerced to offer his allotment for sale to a white man, if he refused, he was summarily murdered and his land confiscated by his appointed white guardian.
 
How the Legislature Enacted Laws to Facilitate land Theft
 When Oklahoma was admitted to the Union as a State one of the first acts of the Oklahoma legislature was to remove all restrictions on land owned by African Americans and Indians, statehood was part of the scam to deprive African Americans of their land.

 Statehood set off an unprecedented round of murder, violence and theft by greedy white racist to get oil rich land that was owned by African Americans [Read Angie Debo’s, “And Still The Waters Run” and “The Osage Murders”].

 The State of Oklahoma adopted racial segregation laws from southern states as part of the Oklahoma Constitution that are intact today.  The Oklahoma Constitution deprived African Americans of any and all rights as citizens and passed laws that permitted white racist to be guardians of grown African Americans without their consent. 

 The Oklahoma legislature, the Judicial system and law enforcement effectively block any legal recourse African Americans had.

 The same problem exists today with Neighborhood Housing Services of Tulsa, the only African American controlled, federally funded entity in Oklahoma.  NHS of Tulsa has been denied funding and legal redress by HUD, Neighborhood Reinvestment Corporation and the City of Tulsa, whom this very moment are in the process of stealing land owned by African Americans, illegally relocating people and demolishing homes in preparation for redevelopment by Tulsa Development Authority, most without fair compensation.
